Ship type :Chemical Tankers, Gas CarriersThe SOPEP/SMPEP Manual has not been affected by the recent regulatory changes to requirements for MARPOL Annex I and II which entered into force on 1 January 2007.
However SOPEP/SMPEP issued and/or approved from the 01/01/2007 should make reference to
- the new regulation 37 (Old Reg. 26) of the MARPOL Annex I, as amended by Resolution MEPC 117(52), or
- the new regulation 17 (Old Reg. 16) of the MARPOL Annex II, as amended by Resolution MEPC 118(52)
The following shall be inserted in all SMPEP Manuals approved in accordance with Resolution MEPC 85(44) before amendments.
From 01/01/2007, new SMPEP or SOPEP Manuals must be in accordance with the revised guidelines.
MEPC 137(53) and 138(53) are attached for easy reference.

Issued in connection with the revised MARPOL Annex I and II
As part of the revision of MARPOL Annex I and II that enters into force on 01 January 2007, the Guidelines for SOPEP - MEPC 86(44) - has been amended by Resolution MEPC 137(53) adopted on 22 July 2005.
Further more, "The General principles for ships reporting systems and ships reporting requirements, including guidelines for reporting incidents invloving dangerous goods, harmful substances and/or marine pollutants" - Res A 851(20) - has been amended by Res MEPC 138(53) adopted on 22/07/2005.
The amendments to Res MEPC 86(44) consists mainly of references to Reg. 37 (Old Reg 26) in the revised MARPOL Annex I and Reg. 17 (Old reg. 16) in the revised MARPOL Annex II.
The amendments to Res. A. 851(20) consist mainly of pollution categories A, B, C or D which have been superseded by pollution categories X, Y or Z in the amended guidelines.
This addendum shall be included in the SOPEP/SMPEP Manual approved in accordance with the resolution MEPC 86(44) before amendments.
