Convention : MARPOL Annex I Oil Pollution

Ship type :ALL TYPES

The MEPC committee, at its 59th session, adopted the amendments to MARPOL Annex I (Addition of a new chapter 8 on Ship to Ship transfer)

The new chapter 8 of MARPOL Annex I will apply to any oil tanker of 150 gross tonnage and above engaged in transfer of oil cargo between oil tankers at sea (STS operations) and their STS operations conducted on or after 1 March 2012.

The requirement in chapter 8 will not apply to:

Any oil tanker involved in STS operations shall carry on board a Plan prescribing how to conduct STS operations (STS Plan) not later than the date of the first annual, intermediate or renewal survey of the ship to be carried out on or after 1 January 2011.

Each oil tanker’s STS Plan shall be approved by the Administration.

The STS Plan shall be written in the working language of the ship.

The STS Plan shall be developed taking into account information contained in best practice guidelines for STS operations identified by the Organization (Refer to IMO’s “Manual on Oil Pollution, Section I, Prevention” as amended, and the ICS and OCIMF “Ship-to-ship Transfer Guide, Petroleum”, fourth edition, 2005.)

The STS Plan may be incorporated into an existing Safety Management System required by chapter IX of the International Convention for the Safety of Life at Sea, 1974, as amended, if that requirement is applicable to the oil tanker in question.
